Well I could not get my go to guy to fix this fast enough soooo....  I cut two pieces of wood I had under the house left over from another project and tried to make the part that holds the axel.  I cut dowels I purshased to hold the wheels on.  One more piece to cut and put on to make the cart stand up right then ready for some paint.  All in a days work.  :)
